Héctor has a bachelor's degree in Law from the University “Dr. José Matías Delgado” from El Salvador and a Master's Degree in International Law, Foreign Trade and International Relations from “Instituto Superior de Derecho y Economía” of Madrid, Spain. Also, he has attended to several courses related to his studies in areas as sustainable development and climate change, SMES, Law of the Sea, diplomacy, private law and public law and also he participated in the two most important courses of international law of the Latin American and caribbean region.

He has worked for law firms in the Republic of El Salvador and for the past years, he has been working for the Ministry of Foreign Affairs of El Salvador, in where he has held various positions. During this time he has acquired expertise and skills in many areas including management, law, promotion and attracion of investments, international campaigning, negotiation, networking, public relations, strategic planning, foreign trade, advising, etc

In 2014, he was selected to attend the One Young World Summit in Dublin, Ireland, and since then he has been representing ad honorem this NGO that gathers the brightest young leaders from around the world, empowering them to make lasting connections and develop solutions to some of the world's most pressing issues.
